Why must domain contacts be validated?

The requirement comes from several overlapping sources:

  1. EU NIS2 rules: Article 28 of Directive (EU) 2022/2555 requires domain registries and registration-service providers to collect and maintain accurate and complete registration data. They must have publicly available policies and verification procedures ensuring that the information remains accurate.
  2. National law: Luxembourg transposed NIS2 through the Act of 5 May 2026, effective from 10 May 2026. The Luxembourg regulator identifies this as the national NIS2 law.
  3. EuroDNS contractual rules: EuroDNS requires accurate customer and domain-contact information and reserves the right to withhold activation or suspend domains when details cannot be validated.
  4. Registry rules: Individual registries, such as RESTENA for .LU, can impose their own confirmation and Trade procedures.
  5. ICANN rules: Generic domains such as .com, .net and .org are also subject to ICANN registration-data policies. These do not automatically apply to country-code domains such as .LU.

What information must be accurate?

NIS2 Article 28 requires enough information to identify and contact:

  • The domain holder or registrant
  • The person or point of contact administering the domain

The required information includes:

  • Domain name
  • Registration date
  • Registrant’s name
  • Registrant’s email address and telephone number
  • Administrative contact’s email address and telephone number, if different

The information must remain accurate, complete and compatible with applicable data-protection law.

Does EU law require validation every year?

No fixed revalidation period is specified in NIS2 Article 28.

NIS2 requires registrars and registries to maintain accurate data and operate verification procedures, but it leaves the precise validation method and frequency to national law, registry policies and registrar procedures.

However, EuroDNS’s published Domain Name Service Terms state that its validation is performed yearly and that failure to pass validation may suspend all domains linked to the contact details that could not be validated.

For generic domains, ICANN also requires registrars to present the current registration data to the holder at least annually and ask the holder to review and correct it. This annual ICANN reminder is not necessarily a demand to click a verification link when the information remains correct.

When can additional validation be triggered?

Contact validation may be triggered by:

  • A new domain registration
  • A transfer to another registrar
  • A registrant or company-name change
  • A change to the email address or telephone number
  • A registry Trade or ownership-change procedure
  • An accuracy complaint
  • A bounced or undeliverable validation message
  • Evidence that existing contact information is obsolete
  • EuroDNS’s yearly validation process
  • A registry-specific compliance review

What happens if validation fails?

Depending on the extension and applicable policy, the registrar or registry may:

  • Refuse to activate the domain
  • Place the domain on hold
  • Suspend related domain services
  • Prevent a transfer or registrant change
  • Cancel an incomplete transaction
  • Eventually delete the domain

EuroDNS’s published terms state that failure to pass its yearly validation can suspend all domain names associated with the details that could not be validated.

Why can an inaccessible Admin email block a .LU Trade?

A .LU Trade changes the registered holder’s name, company, or legal identity. RESTENA may send the required confirmation to the current Admin email address.

If that mailbox is inaccessible, the Trade cannot be approved. Starting another Trade does not solve the problem and can result in another incomplete order.

What is the correct recovery procedure?

  1. Ask EuroDNS to cancel the pending Trade.
  2. Wait until it has completely disappeared from Pending Actions.
  3. Submit a simple contact update.
  4. Change only the email address and/or telephone number.
  5. Update both Owner and Admin contacts.
  6. Do not change the holder name, company name or entity type.
  7. Click Save only after both contacts are correct.
  8. Complete checkout to submit the contact update.
  9. Wait until the update is finalised.
  10. Verify that the new Admin mailbox works.
  11. Only then start a new full Trade.

In EuroDNS, clicking Save creates the contact-update order automatically.

How is a simple contact update performed?

  1. Open Menu → Domains → Active.
  2. Select Edit next to the domain.
  3. Open Contacts → Edit contacts.
  4. Update the Owner email address and/or telephone number.
  5. Open the Admin tab and update the corresponding information.
  6. Click Save once.
  7. Complete checkout.

A simple email or telephone update is generally free and processed quickly.

What must not be changed during a simple contact update?

Do not change:

  • Registrant or holder name
  • Company name
  • Legal entity type

Those changes represent a registrant change or Trade and may trigger separate registry verification.

How can validation problems be prevented?

Before registering, transferring or modifying a domain:

  • Confirm that Owner and Admin email addresses work.
  • Confirm that the telephone numbers are current.
  • Use long-term role addresses instead of an employee’s personal mailbox.
  • Ensure at least two authorised people can access or monitor validation messages.
  • Do not rely exclusively on an email address hosted on the domain that might be suspended.
  • Allow messages from EuroDNS and the relevant registry through spam filtering.
  • Check EuroDNS pending actions after every update.
  • Do not combine contact repair with a registrant/company change.
  • Record when the contacts were last reviewed and validated.
  • Review the complete domain portfolio at least annually.
  • Keep legal company names and entity types consistent with official records.
  • Complete validation requests immediately rather than waiting for their deadline.

Is an annual internal review recommended?

Yes. Even where a registry does not prescribe a fixed interval, review every managed domain at least annually.

The review should cover:

  • Legal registrant name
  • Company/entity type
  • Owner and Admin email addresses
  • Telephone numbers
  • Postal address
  • Authorised client representative
  • Renewal and payment status
  • Pending validation actions
  • Access to verification mailboxes
  • Registry-specific supporting documents

Also perform an immediate review when a client changes its name, address, legal form, personnel, email provider or domain manager.

Are incomplete .LU Trades chargeable?

EuroDNS may cancel an initial incorrect Trade as a goodwill gesture. According to the support response received, a subsequent manual cancellation may cost €5 excluding VAT, because the .LU registry charges EuroDNS for incomplete Trades.

Always repair and verify the contact information before submitting another Trade.
